Nuwakot. Eleven local levels in Nuwakot have publicly announced their annual policies, programs, and budgets for the fiscal year 2080/81.For the upcoming fiscal year 2080/81, eleven local levels have today announced their budgets publicly. According to the provisions made in the Local Government Operations Act 2074 (2017) Section 71 and the Intergovernmental Fiscal Management Act 2074 (2017) Section 21, each local level must present the estimated revenue and expenditure (budget) of the fiscal year to the respective village or municipal assembly within Ashad 10.
For the fiscal year 2080/81, Surayagadhi Rural Municipality of Nuwakot has presented the budget within Asar 10. It is legally required for all local levels to bring policies and programs and pass the budget by Asar end. However, some local levels have not been able to present the budget even after the specified deadline. This raises concerns about financial discipline as delayed budgets can have an impact on expenditures.In local levels where budgets are not announced on time, there are issues in spending the budget without providing salaries to teachers and employees. This has been confirmed by the report of the Office of the Auditor General as well. Grants of four types and amounts received from the fiscal equalization and revenue sharing are considered the main sources of the local level's budget.
The federal government provides fiscal equalization, special grants, and supplementary grants to local levels from the annual budget. However, there have been difficulties in receiving the allocated amount when the budget is not timely announced. The National Natural Resources and Fiscal Commission considers it an indicator of inflation if the budget is not presented by Ashad end.The provision for budget presentation and approval is made as per the Local Government Operations Act 2074. According to Section 71 of the Act, the Chairperson, Vice Chairperson, or Chief Executive of the concerned local level approves the estimated revenue and expenditure budget of the upcoming fiscal year from the executive and presents it to the assembly within Asar 10.
The annual revenue and expenditure of the budget, detailed estimates of the previous fiscal year's revenue and expenditure up to the current year, and the estimated plan and program and income and expenditure of the upcoming fiscal year need to be disclosed. After the budget is presented, discussions will be held within 15 days. Once the discussions are concluded, the assembly can either approve the budget or forward it to the executive with suggestions. If the budget is received with suggestions, the executive will reconsider and make necessary revisions or revisions and re-present it within five days to the assembly. The assembly will pass the budget within Asar month if the budget has been presented.
The local levels formed after the first election and the officials of the rural municipalities and municipalities have the provision to present and pass the budget within two months. Supplementary estimates and other budget-related arrangements will be made as per local laws.
